Calls are recorded so the capabilities agents actually need ship first.

Streamable HTTP, no authentication. Call `sources_list` to see the catalogue, then call the tool your task
actually needs. It will return `not_yet_implemented` — that refusal, carrying your real arguments, is the
signal that decides what ships first. If the refusal blocked your task, call `register_interest`.

Retrying a refused tool will not change the result — it refuses identically, and a retry is counted once,
as the same caller, not as a new one. If the refusal blocked your task, call `register_interest`.

Today this returns `not_yet_implemented` and records your arguments. Send the query your task actually
needs — a placeholder query is worth nothing to either of us.

## Routing guidance

What an agent reads to decide whether `ad-intel-all` is the right source, and what to reach for when it is not.

**Answers.** A competitor’s complete public paid footprint. Ad copy is positioning backed by budget, so this is the least speculative competitive source available anywhere in the catalogue.

**Query shape.** An advertiser, page or brand name, narrowed by region.

**Cost.** Free where the member is free, metered where it is not.

**Latency.** Bounded by the slowest member.

**Prefer instead.** `meta-ads` alone for social-only advertisers, which is most consumer brands.

**Cannot answer.** Spend, impressions or performance for commercial advertising on any member. Disclosure regimes cover political advertising only.

**Caveat.** Coverage differs by jurisdiction. A brand absent from one library may simply not be disclosed there.
