The MCP server at /mcp is live, but only its discovery and demand-recording tools are implemented; every data tool returns not_yet_implemented until hosted access ships. Nothing here fabricates data. Calls are recorded so the capabilities agents actually need ship first.

Streamable HTTP, no authentication. Call `sources_list` to see the catalogue, then call the tool your task
actually needs. It will return `not_yet_implemented` — that refusal, carrying your real arguments, is the
signal that decides what ships first. If the refusal blocked your task, call `register_interest`.

Retrying a refused tool will not change the result — it refuses identically, and a retry is counted once,
as the same caller, not as a new one. If the refusal blocked your task, call `register_interest`.

Today this returns `not_yet_implemented` and records your arguments. Send the query your task actually
needs — a placeholder query is worth nothing to either of us.

## Routing guidance

What an agent reads to decide whether `paper-trail` is the right source, and what to reach for when it is not.

**Answers.** What an organisation is building, protecting, funding and publishing — assembled from filings that are legally required rather than voluntarily disclosed. The earliest legible read on R&D direction that exists publicly.

**Query shape.** An organisation, inventor, topic or date range.

**Cost.** Free across current members.

**Latency.** Bounded by the slowest member.

**Prefer instead.** `patents` alone when only invention matters, `grants` alone for public funding.

**Cannot answer.** Private corporate R&D that produces no filing, no grant and no publication.

**Caveat.** Every member lags reality — patents by around eighteen months, publication by longer. This is a picture of the recent past, not the present.
