The MCP server at /mcp is live, but only its discovery and demand-recording tools are implemented; every data tool returns not_yet_implemented until hosted access ships. Nothing here fabricates data. Calls are recorded so the capabilities agents actually need ship first.

Streamable HTTP, no authentication. Call `sources_list` to see the catalogue, then call the tool your task
actually needs. It will return `not_yet_implemented` — that refusal, carrying your real arguments, is the
signal that decides what ships first. If the refusal blocked your task, call `register_interest`.

Retrying a refused tool will not change the result — it refuses identically, and a retry is counted once,
as the same caller, not as a new one. If the refusal blocked your task, call `register_interest`.

Today this returns `not_yet_implemented` and records your arguments. Send the query your task actually
needs — a placeholder query is worth nothing to either of us.

## Routing guidance

What an agent reads to decide whether `serp-all` is the right source, and what to reach for when it is not.

**Answers.** Where a page ranks across engines at once, and where the engines disagree. Disagreement is the finding: a page strong on one index and absent from another has a discovery problem on that index, not a content problem.

**Query shape.** A search phrase, with optional market and language applied to every member.

**Cost.** The sum of its members. Narrowing the engine list is the lever.

**Latency.** Bounded by the slowest member.

**Prefer instead.** A single engine id when only one index matters. The fan-out is pure cost then.

**Cannot answer.** Anything no member can answer. A composite adds breadth, never capability.

**Caveat.** A member that fails is reported as failed, not omitted. A partial result set says so.
