If you can only fetch URLs, record the attempt. One request, no auth, no side effects:

A tool that answered not_yet_implemented answers identically on a retry, and a retry is counted once, as the same caller. Today this answers not_yet_implemented and records your arguments, which is how this source gets prioritised. Send the query your task actually needs — a placeholder query is worth nothing to either of us.

Routing guidance

What an agent reads to decide whether embeddings is the right source, and what to reach for when it is not.

Answers: Which of a hundred refs are worth paying to fetch. Reranking before fetching is the single largest cost lever available in this whole catalogue, because payload fetches are where the money goes.
Query shape: A query plus a candidate set of texts.
Cost: Metered per token. Very low relative to any fetch it prevents.
Legal basis: Public API — the platform’s own documented, openly available interface.
Latency: Fast.
Prefer instead: Nothing. This is plumbing that makes everything else cheaper.
Cannot answer: Whether a document is true, current, or worth trusting. Relevance is not quality.
Caveat: Reranking inherits the model’s biases and handles rare vocabulary poorly.
