Routing guidance

What an agent reads to decide whether federal-register is the right source, and what to reach for when it is not.

Cost: Free.
Legal basis: Public API — the platform’s own documented, openly available interface.
Latency: Fast.
Prefer instead: `lobbying` for spend on an issue rather than the rule text.
Cannot answer: State and local rulemaking. Informal guidance issued outside the process.
Caveat: Comment campaigns generate thousands of near-identical submissions. Weight by substance, not count.
