Legal basis: Public web — collected from pages published without a login.
Latency: Fast.
Prefer instead: `warn-notices` for legally filed US cuts, which appear earlier and are not press-dependent.
Cannot answer: Unannounced or quiet reductions, which are the majority.
Caveat: Coverage follows press attention, so it skews heavily to large and newsworthy employers.
