If you can only fetch URLs, record the attempt. One request, no auth, no side effects:

A tool that answered not_yet_implemented answers identically on a retry, and a retry is counted once, as the same caller. What an agent reads to decide whether crossref is the right source, and what to reach for when it is not.

Answers: The canonical record for a published work. The correct way to verify that a citation exists and says what it is claimed to say — which matters more now that fabricated citations are common.
Query shape: A DOI, or a title and author to resolve one.
Cost: Free.
Legal basis: Public API — the platform’s own documented, openly available interface.
Latency: Fast.
Prefer instead: `openalex` when the citation graph matters more than the record.
Cannot answer: Full text. Works without a DOI.
Caveat: Metadata completeness depends on what the publisher deposited; reference lists are often absent.
